		<description>In response to &lt;b&gt;concerned&lt;/b&gt; who said "I printed out the final version of the bill, and I don’t see how the First Amendment right to express oneself is subverted. Section (e) protects those who peaceably protest and dissent."

This really brings to bear the nature of protest. A protest should essentially be the means where citizens can confront their government in a public and presumably "unregulated" space (albeit, perhaps unprotected). By regulating this public space (i.e. by issuing permits that grants citizens the ability to protest, where, and what for) the government effectively reinforces its own political sovereignty. This is a means of government censure, devaluing the nature of free speech and proposing a means for silencing dissent.

Its discuting that literal heros are now going to be punished for terrorism instead of theft, trespassing, and seemingly smaller crimes just becasue an animal was involved. Its discusting how people with money and power can not only torture innocent animals but also punish thier selfless liberators without limitation. This makes me just fight harder for the weak, innocent, and speechless animals in thier bloody soulless hands. It is wrong no matter what the government says.

		<description>I will be reading the full text soon.  From your analysis I was not able to see any specific reference to the idea of conspiracy.  To the extent the idea is applied to this law it could seem to broaden the net to include causal speech such as this blog.</description>
